Hillcrest vs. Chenal: which Little Rock neighborhood fits you?

Hillcrest and Chenal are the two Little Rock neighborhoods relocating buyers ask us to compare most: a 1910s streetcar suburb a mile from UAMS, and a 4,800-acre master-planned valley at the western city limit. This guide answers the two questions most comparisons skip: which school district and attendance zone an address falls in, and what each place costs every year after the mortgage.

The short answer

Choose Hillcrest if you want to walk to coffee, the Saturday farmers market and Allsopp Park, you like a Craftsman bungalow on a 50-foot lot, and you are ready to maintain a house that is 90 to 120 years old. Every Hillcrest address is in the Little Rock School District.

Choose Chenal if you want newer construction, a cul-de-sac, a neighborhood pool and a garage, and you are fine driving for everything. Chenal Valley sits inside two school districts, LRSD and PCSSD, and every neighborhood carries Property Owners Association dues and architectural rules.

Neither is cheaper to own in every case. Hillcrest has no HOA but an older house to keep up; Chenal has dues but, on the PCSSD side, a lower millage.

Housing and lots: what the streets actually look like

One neighborhood was finished before World War II; the other closed its first lot in December 1989 and is still adding streets.

Hillcrest: pre-war houses on narrow lots

The National Register survey behind the Hillcrest Historic District listing found housing built mainly between about 1890 and 1940, Craftsman bungalows above all: 614 of them, 38 percent of all structures, then English Revival and Colonial Revival. South of Kavanaugh the lettered streets are flat and uniformly 1910s to 1920s; north of Kavanaugh the ground climbs. Most lots are 50 feet wide or narrower.

That lot width is why the city regulates scale. The Hillcrest Design Overlay District sets a floor-area ratio (0.37 for one story, 0.50 for two on lots under 8,000 square feet), 50 percent maximum lot coverage and a 39-foot height limit. It applies to new construction, additions and permitted exterior work, not repairs or interior remodeling, and does not dictate style. The National Register listing places no restrictions on owners. The houses have no HOA.

Chenal: post-1989 cul-de-sacs with a rulebook

Chenal Valley is a 4,800-acre master-planned community between Kanis Road and Cantrell Road with Chenal Parkway through the middle. The first lot closed on December 7, 1989, and the developer, Chenal Properties, reports more than 40 neighborhoods and more than 3,000 lots sold. The unit is the named cul-de-sac neighborhood, each with its own bill of assurance and minimum house size.

The Residential Design Guidelines effective November 28, 2025 set that floor for 45 neighborhoods, from 1,800-square-foot one-level homes in Aberdeen Court to 3,800 to 4,000 square feet multi-level on the golf-course and view lots of Chenal Circle and Sologne Circle. Some neighborhoods include lawn service and some are gated, per the developer's buyer guide, but not all. Every exterior change, from a fence to a pool, needs Architectural Control Committee approval.

The school question is not the same question in each place

In Hillcrest the question is which LRSD elementary school. In Chenal it starts one level up: which school district. We pulled LRSD's published attendance-zone maps, the boundary and zone layers maintained by Pulaski Area GIS, and PCSSD's published zone map. Zones change, and no map guarantees placement.

Hillcrest: one district, two elementary zones

All of Hillcrest is in the Little Rock School District. Most of it is zoned to Pulaski Heights Elementary at 319 North Pine Street, including the lettered streets, Hillcrest Avenue, Lee, Woodlawn and Kavanaugh from roughly the 1400 to the 3500 block. The northern tier is zoned to Forest Park Elementary at 1600 North Tyler Street: west of about Monroe Street the line follows Evergreen Drive, and east of Monroe it runs just north of North Lookout Road.

Middle and high school do not split: every Hillcrest zone block we checked feeds Pulaski Heights Middle and Little Rock Central High. The West High zones adopted on August 27, 2026 moved John Barrow, River Ridge and Robinwood, not Hillcrest, and the LRSD Forward plan released September 4 names no Hillcrest school for closure.

Chenal: two districts, and the line runs through the valley

Per the Pulaski Area GIS boundary layer, the LRSD line crosses Chenal Parkway in the 14800 block. West to about the 15500 block the parkway itself is the line, north side LRSD and south side PCSSD; east of the 14800 block both sides are LRSD. The line then runs north along a section line east of the Chenal Valley neighborhoods, and jogs west to take in a block along Cantrell Road holding Roberts Elementary, Pinnacle View Middle and the West High campus. Every Chenal Valley platted neighborhood we tested is on the PCSSD side.

PCSSD side: Chenal Elementary at 21201 Denny Road takes the core and west of the valley, including Chenal Circle; Joe T. Robinson Elementary at 21600 Highway 10 takes the Cantrell Road side, including Chalamont Place; Baker Elementary takes the area south of the parkway toward Kanis Road. All three feed Joe T. Robinson Middle and High.

LRSD side: the 14000 to 14800 blocks of Chenal Parkway, the Hinson Road area and the block around Ranch Drive go to Roberts Elementary and Pinnacle View Middle. Little Rock West High at 5619 Ranch Drive opens in fall 2027 under the Map 3.5 zones adopted August 27, 2026; the posted map shows Central until Map 3.5 is published.

How to verify an address

Never rely on a listing remark or a portal's school field. Call LRSD Student Registration at (501) 447-2950 or use the lookup at lrsd.org; call PCSSD at (501) 234-2000. PCSSD says its boundaries are not a guarantee of placement, and LRSD's posted elementary map is the 2025-26 version.

Ask for the answer in writing if the address is near Evergreen Drive or North Lookout Road in Hillcrest, or near Chenal Parkway between the 14000 and 16000 blocks or Hinson Road in Chenal. Or send us the address and we will run both lookups.

Getting around and daily life

Road miles from the center of each neighborhood tell most of the story. From Kavanaugh and Walnut in Hillcrest: UAMS about 1 mile, the Arkansas State Capitol about 2.5 miles, the River Market about 3.5 miles, Clinton National Airport about 8 miles. From Chenal Parkway at Rahling Road: I-430 at West Markham about 4.5 miles, UAMS about 9.5 miles, the State Capitol about 10.5 miles, the River Market about 12.5 miles, the airport about 16 miles.

Hillcrest's daily life runs along Kavanaugh Boulevard, restaurants and shops built to the sidewalk. The Hillcrest Farmers Market runs every Saturday, year-round, at 2200 Kavanaugh, and Allsopp Park is 75 acres of ravine and ridge with trails to Cantrell Road.

Chenal's daily life is organized around the car and the POA, which runs three parks with pools for owners in good standing. The Promenade at Chenal is the commercial anchor. Chenal Country Club is private; per its site it has two Robert Trent Jones, Jr. courses, tennis, a pool, a fitness center and dining, and buying a house does not include membership. We can point to no transit route into the valley.

What each costs to own beyond the mortgage

Property tax works the same way in both neighborhoods. The Pulaski County Assessor sets assessed value at 20 percent of market value, and the bill is that figure times the local millage. Owner-occupants who register a homestead get a credit of up to $600, Amendment 79 freezes the assessed value for owners 65 or older or disabled, and the 2025 bill, payable 2026, is delinquent after October 15, 2026.

The millage is where the two neighborhoods part ways. The county's 2025 payable 2026 chart lists 70.0 mills for a City of Little Rock home attending school in LRSD (46.4 mills of it the school district) and 64.3 mills for a City of Little Rock home attending school in PCSSD (40.7 mills the school district); the chart's own effective tax rate is 1.40 percent of market value for the first and 1.29 percent for the second. Every Hillcrest parcel is in the first column; a Chenal parcel is in either, depending on the district line above. We do not quote a bill; the assessor's parcel record is the only honest source. Flood status is parcel-specific in both places: check msc.fema.gov.

Hillcrest: no dues, an old house

There is no HOA in Hillcrest; condo buildings along Kavanaugh and Beechwood have their own dues, which we pull from the association documents. The overlay adds no fee, but price a remodel against its rules before you buy for the plan.

The real cost is maintenance on a house built between 1890 and 1940. Foundations are typically pier-and-beam over a crawlspace. Original wiring was knob-and-tube and not every house was fully rewired; galvanized water lines and clay or cast-iron sewer laterals are the plumbing equivalent. Any home built before 1978 falls under the federal lead-based paint disclosure rule with a 10-day inspection window. Most of Hillcrest sits high on the ridge, but the ravines feeding Allsopp Park and low corners near Markham deserve a look at the flood panel.

Chenal: dues, rules and a slope-built house

Every Chenal Valley neighborhood is part of the Property Owners Association. The POA says dues are due February 15, pay primarily for landscaping along the major streets, streetlights and the three parks and pools, and draw a lien fee when late. The developer says amounts vary by neighborhood and does not publish them, so we pull the current assessment and the bill of assurance for any address. Club membership is separate and set by the club.

Newer means different inspection items, not fewer. Many Chenal houses sit on cut-and-fill pads with retaining walls and stepped foundations; look for cracks that step or widen and grading that moves water toward the house. The valley's lakes and drainage buffers are its storm-water system, so some lots back to water. Get the builder's warranty and the ACC approval file for any fence, pool or addition in writing.

Who each neighborhood tends to fit

Hillcrest fits people who choose the place before the house: UAMS and downtown professionals who want a short drive or a walk, families who want the farmers market and Allsopp Park on foot, and anyone who would rather have a front porch than a bonus room.

Chenal fits people who choose the house and the amenities first: relocation and move-up buyers who want new or nearly new construction, a cul-de-sac, a pool and space between houses, and who accept dues, an architectural committee and about 10 miles to the Capitol. Decide early between the LRSD side and the PCSSD side; that choice narrows the map.

Is Hillcrest or Chenal better for schools?

They are different questions. Hillcrest is entirely in the Little Rock School District, split between Pulaski Heights and Forest Park elementaries, with Pulaski Heights Middle and Central High. Most Chenal Valley neighborhoods are PCSSD, feeding Chenal, Robinson or Baker Elementary and the Joe T. Robinson campus; the LRSD side feeds Roberts, Pinnacle View and the new West High. We do not rank schools; verify a specific address with the district.

What elementary school is my Hillcrest address zoned for?

Per LRSD's published maps, most of Hillcrest is zoned to Pulaski Heights Elementary, including the lettered streets, Hillcrest Avenue and Kavanaugh from about the 1400 to the 3500 block. The northern tier above Evergreen Drive west of Monroe Street, and above North Lookout Road east of it, is zoned to Forest Park Elementary. Confirm with LRSD Student Registration at (501) 447-2950.

Is Chenal Valley in the Little Rock School District or PCSSD?

Both, depending on the address. The LRSD line crosses Chenal Parkway in the 14800 block, follows the parkway west to about the 15500 block with LRSD on the north side, then runs north along a section line east of the Chenal Valley neighborhoods. Every Chenal Valley platted neighborhood we tested is PCSSD. Verify with LRSD at (501) 447-2950 or PCSSD at (501) 234-2000.

Which neighborhood holds its value better?

We do not publish a number for that, on purpose. A neighborhood-wide median or appreciation figure blends golf-course estates with patio homes in Chenal, and renovated bungalows with untouched ones in Hillcrest, and says nothing about the block you are considering. Value is set street by street by condition, school line and what sold next door. Ask us and we will pull real comparable sales for the streets you are weighing.

Which costs more in property tax, Hillcrest or Chenal?

It depends on the district line, not the neighborhood name. The county's 2025 payable 2026 chart lists 70.0 mills for a City of Little Rock home in LRSD, which covers all of Hillcrest and the LRSD side of Chenal, and 64.3 mills for a City of Little Rock home in PCSSD, which covers most Chenal Valley neighborhoods. The assessor's parcel record is the only source for an actual bill.

Does Hillcrest have an HOA, and what does the Chenal POA cost?

Hillcrest has no HOA; only the condo buildings along Kavanaugh and Beechwood carry dues. Every Chenal Valley neighborhood belongs to the Property Owners Association, whose dues are due February 15 and pay for landscaping on major streets, streetlights and three parks with pools. Measured by road, the Arkansas State Capitol is about 2.5 miles from Kavanaugh and Walnut in Hillcrest and about 10.5 miles from Chenal Parkway at Rahling Road. UAMS is about 1 mile from Hillcrest and about 9.5 miles from Chenal; Clinton National Airport is about 8 and about 16 miles.

What should I have inspected in each neighborhood?

In Hillcrest: the crawlspace and pier-and-beam foundation, the electrical for remaining knob-and-tube, a sewer camera on the lateral, lead-based paint on any pre-1978 home, and large trees over the roof. In Chenal: the foundation and grading on a cut-and-fill lot, the swales and drains, the FEMA panel if the lot backs to a lake, and the builder's warranty and ACC approvals.
